Pa Collective Agreement 2019

In a victory for public service employees who have gone out of their way to support Canadians during this pandemic, PSAC reached a preliminary agreement providing for fair wages, no concessions and improved working conditions for the 70,000 members of the PA group, as well as common issues within the Department of Finance. The PSAC negotiating team unanimously recommends ratification of the provisional agreement. The government`s latest proposal to raise wages by just 1.5% per year over four years is a reduction in wages in real terms. In addition, government negotiators continue to pursue contractual concessions, including the repeal of the previously negotiated mental health agreement. Interim collective agreements reached this week by the federal Department of Finance with some federal unions will not stand in the way of adequate compensation for PSAC members working for the federal government and its authorities,” said Chris Aylward, PSAC National President. Unlike the preliminary agreement for the Board of Directors` negotiations, which is to be put to the vote of PSAC members in the near future, Phoenix`s damages agreement had to be ratified by the PSAC`s National Board of Directors. The Board of Directors voted unanimously on the offer on July 3, 2020. Copies of current collective agreements for USJE members can be viewed by clicking on the fare category below. OTTAWA, ON, July 10, 2020 / NCCR / – In keeping with its obligation to enter into fair agreements for both staff and Canadians, the Canadian government adopted, on July 9, 2020, a preliminary agreement was reached with Canada`s largest public service union, the Public Services Alliance of Canada (PSAC). If ratified, the Canadian government will have reached agreements covering nearly 60 per cent of public officials for this round of negotiations. Other improvements to the PA`s collective agreement are as follows: at the same time, the government also reached a preliminary agreement with the PSAC to compensate employees for damages caused by Phoenix`s wage system and the late implementation of the 2014 collective agreements. If approved, this compensation agreement will apply to the 140,000 VIP members who will be paid through Phoenix`s compensation system.

“PSAC members have given a clear mandate to our union bargaining teams to negotiate collective agreement improvements, not backtracking,” said Mr. Aylward. When the PSAC negotiates collective agreements with “separate employers”, these contracts will also be taken into account. The Government remains committed to reaching collective agreements with all outstanding bargaining units for this round of bargaining, including those represented by the CASP. Collective agreements will only be updated when they officially come into force, after both parties have “signed” the document in question. Like the Phoenix Compensation Agreement, which was co-developed in 2019 by the federal government and other negotiators, this agreement includes measures to help those who had lost financial costs and capital income and faced personal and financial hardship. The agreement also provides for general compensation for current and former PSAC employees. In the coming days, when the final text and full details of the provisional agreement are available to the PA group and common issues, they will be shared with members. PA members are invited shortly thereafter to participate in online ratification votes..
