The bargaining committee of the Council of Health Trade Unions consists of six members of the NSGEU, three of CUPE and one of Unifor. The Nova Scotia Nurses Union (NSNU) is also a member of the Health Care Council. The Health Care Bargaining Council is the focus table in this round of health negotiations. The committee, which represents administrative, support and care professionals, is preparing to begin negotiations as soon as an agreement has been reached on health care. The 20-member nursing board is made up of acute nurses from NSNU, NSGEU, CUPE and Unifor. The board of care unions` bargaining committee includes 11 NSNU members, seven NSGEU, one CUPE and one Unifor. The Council of Health Trade Unions is made up of CUPE, NSGEU, NSNU and Unifor. The Council was decided by law to negotiate 16 collective agreements for the IWK and one for the NSHA. The primary objective of the strike vote and the sending of the basic service plan to the Labour Council is to create sufficient pressure for employers and the government to conduct sound negotiations and conclude a new collective agreement. We are still finalizing an essential services plan with the Nova Scotia Health Authority. Will it apply to health care professionals who were unable to work during the pandemic because they are immunosuppressed? This program is for staff who worked during the pandemic.
An exception applies to those who worked for the four months but were placed in isolation or quarantine or COVID-19 on sick leave. The four unions look forward to working with mediator William Kaplan, who will try to help the parties reach an agreement through mediation, but will give a final and binding distinction on unresolved issues. As part of the negotiations, the Council continues to work to negotiate an Essential Services Agreement (ESA) that would include all 6,500 members of the Public Health Tariff Unit. The Commission reviewed the negotiating priorities and collective agreements of Unifor, NSGEU, CUPE and NSNU on acute care. The team checks the language of the contract for all nurses in all categories to reach consensus on what to achieve, what needs to be expanded and what compromises may be needed. In addition to seeking a strike mandate, the Council of Trade Unions is also working to negotiate with employers an agreement on essential services (ESA), as required by McNeil`s Bill 37 before union action was organized. Unions have asked the Labour Council to determine the number of key service jobs after the deadlock in negotiations with employers.
